I need Legal Advice for starting a hobby business?

I want to start my own hobby business at home by using one room. What are the basic rules for starting business? Are there any legal formalities i need to complete for using my one room for business? How can i obtain license for hobby business? Plus i want to provide certificate to my students for various hobby courses? What are the legal formalities for giving certificate to students?
